In the 40s and 50s, Joseph McCarthy thought it was rampant in America and ruined many people's lives with his witch hunts. Hoover had the right idea, but it was the wrong time and direction. Are you referring to the post WWII era? If so, Asia was place of huge fright. Korea and Vietnam led to the wars in respective countries to prevent the spread of Communism.

In America, the entertainment industry was a place looked on by eagle's eye, hence the creation of the "Black List" forever destroying the careers of many actors/actresses and directors.
