In 2001 they started taking foreigners again mostly from former colonies of Spain. Is it possible for someone with residency in Spain but not citizenship to join the Spanish Foreign Legion and if so, how do you sign up for it?

Here you have some oficial (Defense Department) info about joining the Spanish Legion.

Try to translate it to English with the Google Language Tools.
You can find the requirements (phisical and the papers you need).
You must realize that your base can be in Africa (Ceuta and Melilla), and that Legion is the first force to be send to any conflict (by now some then are in Afganisthan)

Ok you're so close, now go North to France and you're right there dude. The Spanish legion is a rip-off of the French Foreign Legion and is nowhere even close to modern military practices. The NCOs will whup you so bad, you will wish you'd volunteered for a nice unit like Force Recon in the Marines...
