I was playing Tiger Woods 2007 and got on a par 5 in two shots. The green was treachourous and I putter it off the green on my third shot.

So, in real life in a PGA Tour Tournament, if you get on the green under GIR, and then putt it off the green, does that count as a green in regulation (GIR) for you?

If not, why?

That is an interesting question. Let's say your first putt went off the green so now you lay 3. Then your 4th shot was a chip that came to rest a few feet from the hole. Then your fifth shot was a putt that went in for par. You actually had an eagle putt, a GIR, 2 putted, and didn't make birdie.

It still counts as a green in regulation because you reached it there in under the amount of strokes. Everyone just laughs at you then because you actually putted it back off the green.

Yes you were on the green in regulation-no matter what you do after that shot.
