Brushing throroughly, the back, front, sides, up down etc. flossing is also good, get under the gums too (may bleed the first few times but ur gums will get used to it).
If your brush is old (bristles moving to the sides) go buy a new one ( soft is the best).
Go out and buy a battery poweered tooth brush if you want, they are good.
Also as an alternative to flossing u can go buy a waterpik.

You can use baking soda as a polish or remover. My x husband used Ajax powder cleaner on his tooth brush. I just couldn't do it. They use an abrasive cleaner so I guess along as you don't swallow the cleaner it may be ok he never had to go the hospital, but I prefer a dental hygienist. There is a kit out some where that you can buy, my mom use to have it. I'm sorry don't know where she bought it. She's got CRS and doesn't remember very much.

I would of either took care of my teeth in the first place...

or....

find a dentist to give a good cleaning... most will give you a good cleaning for around 70-125 dollars if you don't have insurance.

IT IS IMPOSSIBLE FOR YOU TO REMOVE YOUR OWN TARTAR BUILDUP UNLESS YOU JUST HAPPEN TO OWN YOUR OWN ULTRASONIC SCALER AND KNOW HOW TO USE IT. ALSO UNLESS YOU HAPPEN TO OWN HAND SCALERS AND CURETTES -- AND KNOW HOW TO USE THEM, IT'S IMPOSSIBLE FOR YOU TO CLEAN OFF YOUR TARTAR.
GO AND SEE A DENTIST.
