I think you'd go about it in the same way you would for any other product, call or write the manufacturer of the particular brand of paint you are interested in and express an interest in carrying their line of paint. They'll either put you in touch with someone internally or direct you to a distributer in the region.

What I'd love to know is where all those Ebay sellers are getting their oil paints (and sometimes brushes) so cheap. I've bought much there and, though it's never been bad or unusable, it's noticably different from fresh production. They're getting old stock, or product returned from stores, at way below wholesale...
