You can try downloading a free program, such as The Gimp. Or you can do it in print, print out small size pictures (I personally love Target stores for this, their Kodak machines normally have a lot of sizes smaller than 4x6 activated).

Here's a concept: print out the pictures you want, and cut the desired shapes with scissors or an exacto knife. Using a glue stick, glue them down to a clean sheet of paper (use a paper of heavier weight than the photos or a piece of premium digi printing paper). This method is called collage.

If you cut them in to uniform sizes (not all of the pieces have to be the same size) and lay them in patterns as if they were tiles you have a mosaic.

Believe it or not, this is how it was done before the computer was invented!
