The person is actually saying, 'qalby' not kelbe because 'kelbe' is a female dog and that doesn't make sense in the sentence.

So anyway,
bahebak is 'I love you' (to a boy) and qalby is 'my heart'
So it literally says: 'I love you, my heart.'
It could mean, 'I love you, you are my heart' or 'I love you from my heart'
It's a very nice thing to say to someone you love. =)
