The positive perception should help him out. If he thinks he cannot then -he cannot, but if he thinks he can, then he can. It is all a matter of perception. The mind is a powerful tool. One has to psyche himself everyday that nothing is impossible to him who believes. I remember the story of Demosthenes who had a lisp and nobody thought he would turn out to be the greatest orator of ancient Greece. (He kept on practising in spite of his speech defect by putting pebbles in his mouth and orated to the ocean waves) Another story is that of a one legged man who thought he can win the walkathon, and he did. There are numerous stories where people achieve greater heights because they did not put limits on the things that they could achieve. It is all a matter of perception. Belief in one's self and hardwork is the key to learning anything.
As Yoda said in Star Wars : " Try not. Do, or do not. There is no try !"

theoretically, anyone can learn anything. However, learning isn't just a matter of seeing and understanding. The correct connections have to be made, and some people don't have the capacity to make all the connections. Also, there must be a transfer of information from different parts of the brain to one another. Although theoretically it should be possible for anyone to learn, many people can't make the connections. Drugs impair the ability to do so. Also, males have less connections between the two halves of the brain, so this could impair learn.ing.
Once again, in theory everyone would learn. However, some people don't want to. Another factor is upbringing--if your family values education, you will be in a mindset to learn more.
Also, in school many people don't see how the information benefits them. This discourages them from learning. If some people only want to learn things that are useful, they won't learn other things.
There are many factors that determine what and how much people learn. As children, people have more of a capacity to do so. So in a sense, your logic is right, but in reality, your friend is right. If we lived in a perfect world, you would be absolutely correct.

Anybody has the capability to learn, how much and how fast, now thats another question.
If you want to teach a specific skill, all that's required is time and effort and anyone will master it. All skills and all knowledge is limited to a select few.

nope, for some things you have to be predisposed - like singing or painting
but most basic things can be learned by almost every person
