I would install LED lights in place of the traditional bulbs. However, you'd need to upgrade your flasher relay with one that supports the "no load" LEDs. Altogether, it's shouldn't break the bank to do this.

If it has a bi-metal conductor flasher, replace the bulbs with a lower candlepower rated bulb.(not recommended, but you asked) If it is an electronic flasher it will flash the same with one bulb or four bulbs regardless of candlepower.
