It is something that has been around for years for those that want to immigrate or live within the United States. A blood test will be used to test for a number of diseases.
The influx of illegals has brought in all sorts of unwanted and basically unknown diseases within the United States, many deadly. It is because of this very real and present problem that this is being done previously to the present time.
Those that enter into the United States have to be physically fit and not have illness to be able to become a citizen/residency visa. A blood test is just part of that process.

There is no "blood test" requirement for naturalization.
All immmigrants and applicants for adjustment of status must have a general medical exam. This is to insure than any illnesses are being properly treated (the most common is TB) and vaccinations are up to date. If the applicant has a chronic, expensive disease such as HIV, he or she has to prove financial means to pay for treatment without recourse to public funds.

To see if you have HIV . They also take pee to see if you do drugs .I mean that is what i had to do before i got my permanent resident card . But i don't know anything about the Naturalization (yet)
