I use Frostwire a knock-off of Limewire PRO, it has worked wonders for me. http://www.frostwire.com/
I have also heard good things about Ares, but never tried it. http://aresgalaxy.sourceforge.net/
One thing I could like to comment on though is that ANY P2P PROGRAM you use WILL HAVE VIRUSES! This is a risk you will be taking using these programs. Let me clarify, the virus most likely will not be in the program itself, there are no viruses in the above two programs. HOWEVER, when you download files be very careful as 50% of the files on these P2P networks are usually viruses. Your best bet is just to have a good anti-virus program running in the background so that if you do download a virus it catches it and deletes it. It has happened to me many times and I have never actually gotten a virus.

There are lots of programs available.
I prefer frostwire.
Google "P2P" and "filesharing software".
Any such program will slow down your internet activity while you are downloading. Most will not slow down your other computer applications, unless you have a very slow and/or old computer.
Yes, you have to watch out for viruses. As previous poster said, 50% or more of files available are or have viruses. Use virus detector at all times, as well as caution.
And now .... the disclaimer. P2P programs are great ... and actually do have other uses than downloading copyrighted material. However, most people do use them for downloading copyrighted material (music, software, etc.) and this is ILLEGAL use of the program. Just FYI.

There's bunches. One that I have heard of is BearShare. I've never used it, so I can't tell you about it, but it's supposed to put all files in one large pile and let people download from there. I hope this helps you.
