I live between Ft Meade and Annapolis. In the A.M most of the traffic is going the other way until you get to rt 32. I'm not sure where st. claire subdivision is but from the Annapolis mall exit to ft.Meade is 30-35 min in rush hour. I would give it a test run at the time of day you would leave.
