While height for a line of site path is best, you need to consider the possibility of having to go around an unavoidable mass. Using passive reflectors might be a need for such a path. In the new 802.16 technology, there is a company in Canada that has made serious advances in such requirements. I believe that the company name is Redline Communications. You might ask them for help. You need to consult a topographical map of the area between the two sites and choose antenna heights so that there is a line of sight path between them.

But don't forget to allow for the curvature of the earth.
