I do have eggs, sugar, just no milk! and no canned milk, or cream. THANKS :)

Got any cool whip . Cook the rice in water as directed . cool them mix with thawed cool whip , could add some drained pineapple or any fruit you have .

Could cook the rice in fruit juice , cool & add fruit .

Mom made tapeoka pudding with fruit juice instead of milk when I was young

Mix cooked cooled rice , add any jello you like right from the box , drained crushed pineapple & thawed cool whip . let it set up a bit in the frig a while . Raal good .

You can't. It will have no taste. Unless you have DRY milk. You can make some of that and use it. Carnation Instant Milk for instance. Won't be as creamy, but will be edible. Add some butter to make-up for the lost milkfat will help it.
A good exceptionally creamy recipe I came across some yrs. ago for when you DO have some milk.
1/2 gallon milk
1/4 lb butter
1 cup sugar
Bring above to slow boil then add:
1 cup rice(I use River rice instead of Uncle Ben's as it will be creamier with this or a cheap store brand)
Boil gently for 45 minutes. Stir often to prevent sticking and scorching.
Remove from heat and beat together 1 egg
1/2 pint heavy cream
1 tsp. vanilla
then add this to rice mixture.
Incorporate some of the hot liquid into the egg mix first then add it to the rice. This will prevent eggs from scrambling in the hot rice mixture. Can add raisins if you like. Put in dishes to cool and sprinkle with cinnamon. Enjoy warm or cold.

i don't think so pudding needs a cream base. How about some dry powder milk?

You can use Soy Milk. Here is a recipe, although you can substitute soy for regular milk in any recipes.
