It could be a nice way of describing that it has a few bad habits, or that the cat is just like any other cat. For example, my cats twitch at basically nothing, sometimes they act like they are chasing invisible ghosts or faries or something. A lot of cultures believe/believed that cats could see the dead or spirits. Some people who have recently purchased, or adopted a cat, and do not have experience with them, often think this is weird or quirky. Personally, I think all cats are quirky. A good example is a friend of mine has a cat who loves your shoes, he will roll around on top of them. One of my cats has a fascination with water, but he doesnt like being in water, he just likes to stare at the shower and stuff. He has also been known to shove himself into a coca-cola 24 pack box (empty_, and he is a rather big cat. He ended up getting himself stuck a couple times and I had to rescue him.
All the above stories just goes to show, that all cats have their own personalities, and quirky, could just be code for "he is a normal cat". The best thing to do is to actually go and visit the cat in his home enviornment, if you are adopting this from a person. If you are adopting from a shelter, you may want to ask a few different empolyees to define why they think he is quirky.
If the cat does have bad habits, there are ways to break him of most habits, however you just want to be sure that he is not dangerous to you or any vistors that you may have.

"Quirky" means the cat can act silly at times in a unique way, but while being endearing.
A quirky cat might have the following traits:
1. Insists on having the food dish oriented a particular way, or it won't eat
2. Prefers sleeping in odd places, such as in a desk drawer, on your back, on your head, etc.
3. Is spooked by benign objects, such as balloons
4. Can live peacefully with an uncaged bird or mouse
5. Enjoys going on car rides in the front seat, without a carrier
6. Will take an actual shower with its owner
7. Will go swimming with its owner
These are just examples of traits that could be considered quirky. The cat you're referring to may have none of the above traits.

It's probably just a personality difference between the person who now has the cat and the cat. All cats have their own little personalities and "quirks." You have quirks, too. That just means it, and you, are an individual with your own way of doing things.
I have been owned by a number of "quirky" cats throughout my 54 years. They were all loved and allowed to be themselves. We now have one cat who likes to stand on my husbands hands. We have no idea why she likes to do this, but it's one of the little quirks she has that makes her an individual and precious to us.
Just adopt the cat, respect it, love it, treat it like you would a child, and it will give you much love and unconditional love in return.

Yes it means it is litter trained. Not so sure about scratching furniture, though. I ve never seen the problem with cats scratching furniture anyway Kittens get trained by their mothers when they are only a few weeks old. She should be fine once you show her where the litter box is, or if you want to play it save let her stay her first night in a room with the litter box

It means that cat has some unusual habits. You may want to ask exactly what they mean, just to make sure that some of these habits won't make it difficult for you to keep the cat. Definitely ask, because it would be sad if you had to take the cat back because you just couldn't live with one of her habits.

Definition is: A personal peculiarity, mannerism or caprice, meaning a sudden change of mind or action without adequate motive; a whim. A sudden curve.
So, if you want this kind of cat and can adjust to it's personality without changing him or her then it will be your decision.

Probably means the cat is "unusual" or has a lot of spirit. I'd consider it a good thing. Perhaps this kitten has a good sense of humor, she may be inquisitive, unusually curious...?
