You can go to the post office and get a passport using your birth certificate. I should know, I did it just before christmas. If you need a new social security card, I'd probably go check at the secretary of state.

1. Your original birth certificate or duplicate copy 2. your government issued ID if u have one 3. social security card 4. or someone that is over 18 can verify who u are that is a usa citizen they have to come with u in person when u apply with their id that has known u a long time longer than 6 months

U can apply to get a duplicate social security card through your local social security office. Just bring your verification that u need with u when u do that.

How to get a passport:

Go to the courthouse or post office where they do passports. They will have all the forms that u need to have. Also before u go u need two passport pictures taken for their requirements when u file for a passport. Once u file for a passport, It usually takes 6 to 8 weeks for u to receive your passport in the mail. They also mail u back at the same time the passport and your birth certificate. There is a number on the application if u have any questions they will gladly help u answer any of them. U can also check the status of your passport with this number going through the application process while they process your passport.

http://travel.state.gov/passport/passport_1738.html -- has all the info you need. You don't need a social security card, just a picture id, original birth certificate, and two photos (Kinko's, CVS, Walgreens). Complete & print the on-line form (but don't sign). Call the closest office to make an appointment if necessary. If you don't have a picture id, you could see about bringing someone to vouch for you.

You can refile for your ss card. I would do that. You need the original Birth Cert, which you have, and proof of identity.

This is off the US gov passport page, link included below.

http://travel.state.gov/passport/get/first/first_830.html

3. Present Proof of Identity
You may prove your identity with any one of these, if you are recognizable:

Previous U.S. passport (mutilated, altered, or damaged passports are not acceptable as proof of identity.)
Naturalization Certificate
Current, valid
Driver's license
Government ID: city, state or federal
Military ID: military and dependents
NOTE: Your Social Security Card does NOT prove your identity.

If none of these are available , you will need:

Some signature documents, not acceptable alone as ID
(ex: a combination of documents, such as your Social Security card, credit card, bank card, library card, etc.)

AND

A person who can vouch for you. He/she must
Have known you for at least 2 years,
Be a U.S. citizen or permanent resident,
Have valid ID, and
Fill out a Form DS-71 in the presence of a passport agent.

So you will probably need your ss card if you lack a drivers license. You can find info on replacing it here http://www.socialsecurity.gov/online/ss-5.html
