Nope.

The ^ standing alone is a caret, meaning "insert".

But the three symbols, combined into <^>, is a chat-symbol for "giving the finger".

In math, it's called a caret, and it is for making something superscript, like 2 squared would be 2^2.

In English editing, it's the symbol for "insert"
