Awesome! I'm also a writer. You can join http://www.fictionpress.com/ or http://www.deviantart.com/ to post your stories or talk to other writers. The best way to remember everything is to keep a notebook handy and just write down ideas as they come to you. Then when you attempt to write the story, you'll have all of you ideas right there. Even write character bios! Those are fun.

check out writersdigest.com

or poets and writers magazine

Don't worry so much about the "etiquette" of writing. If you have a good idea, just sit down and write it. You can always edit it later. That's what writers do. Write. Then edit. Then edit some more.
Good luck!

I don't know of any websites offhand. As a fellow writer, however, I suggest not trying to put it into any form at first. Keep a notebook of random thoughts, sketches, etc. Let it form itself organically. You can keep editing it once you have your ideas out.

You could try About.com and see if they have a site for you. I've got one in my head, too, and am having the same trouble. Good luck!
