i have broken his heart a dozen times, but i KNOW i want him back for sure. I think he is over me

Stop being selfish and allow him to move on you only want him back as you think he is over you .You can't keep someone dangling on a carrot it's not fair. If you have broke his heart a dozen times already who's to say you won't again . Allow the poor lad to have some happiness as clearly your making him feel very down if you keep ending it .
If you really love him surely the last thing you would want to do is hurt him again.

Personally, I would think of all of the reasons that led me to break his heart and use those to prepare myself to move on to someone else.
I know this sounds harsh but you must also think of this from his perspective. Besides, if you find someone else you fancy then you might end up in a non-heart-breaking relationship.
