Not yet. As long as you are leaving from and returning to a US port. It was suppose to already have taken effect but the State dept changed it.

The following is from cruisemates.com website:

"Beginning January 23, 2007 ALL persons, including U.S. citizens, traveling by air between the United States and Canada, Mexico, Central and South America, the Caribbean, and Bermuda will be required to present a valid passport, Air NEXUS card, or U.S. Coast Guard Merchant Mariner Document, or an Alien Registration Card, Form I-551, if applicable.

As early as January 1, 2008.ALL persons, including U.S. citizens, traveling between the U.S. and Canada, Mexico, Central and South America, the Caribbean, and Bermuda by land or sea (including ferries), may be required to present a valid passport or other documents as determined by the Department of Homeland Security. While recent legislative changes permit a later deadline, the Departments of State and Homeland Security are working to meet all requirements as soon as possible. Ample advance notice will be provided to enable the public to obtain passports or passport cards for land/sea entries.

The State Department can choose to push that date forward at any time though. Even more importantly, even if you go on a Caribbean or Mexican cruise without a passport before the deadline, then God forbid, if something should happen where you need to fly home, then you will need that passport."

This is good advice and since passports last 10 years, I would advise to go ahead and get one.

Hope this helps!

Yes, just got back from cruise (Eastern Caribbean) 3 weeks ago. Had to get emergency passport because of the laws changing and mixed info from the travel agent. What cruise ship and where are you going? Email me there are things you need to know to bring that nobody tells you about.

Yes you do if traveling by air or sea currently. The main thing that changed was your entry back into the States. Your picture ID or birth certificate won't do any longer.
