Static elecricity is generated by the constant friction or rubbing of unlike objects, like, the leather soles of your feet against the floor carpet or your constant wearing and removing of your woolen sweater over some cotton clothes. Somehow, the electric charges of positive and negative charges gets unevenly distributed, causing some electrical voltage. The way to neutralize the separation is for the "arcing" of the charges which is essentially what you feel as electric shock. In this way, the electrical charges are re-distributed evenly again. The arcing situtation happens even more when there are no ABSORBING molecules to "quelch" the charges. Water is a very good charge "absorber".

Now, in wintertime, the air is usually dry, which means the air humidity is low. Low humidity means that the amount of water vapor is very low. Had the humidity been high, the water molecules will squelch the charges so that no arcing occurs and you do not experience shock. Please note that it is not everyday in winter that you get statics- only on those very dry, less humid days.

One way to prevent so much shock cheaply, is to place a pan filled with lots of WATER in your living room. Make sure you put some antiseptic to prevent bacterial or mold formation. Or you can touch objects often enough that the accumulation of charges does not happen.

Much less moisture in the air promotes static electricity.
