Colonel Gary L. Plumb is the vice commander of the Air Force Flight Test Center, Edwards Air Force Base, Calif. As the second highest ranking military member at Edwards, Colonel Plumb helps oversee the development, test and evaluation of manned and unmanned aircraft systems, the testing of experimental and research aerospace vehicles and parachute systems, and aerodynamic deceleration devices, the operation of the newer technologies at Area 51. (btw, the Area 51 designation was dropped in the 70's, only held on by hollywood and the tabloids now).

#2. When it is open, the Commander is not there either...LOL Depending upon who is running the program at the time, the Commander may be at Lockheed, Edwards, Wright Patterson, etc.
