Yes, they can physically look up in the same way that we do. They don't, however, have very good height awareness at anything over their own body height. Guide dogs, for example, need to be trained to incorporate the height of their owner when looking for obstacles. It's completely unnatural for dogs to take notice of anything above their own eye line unless something draws their attention. If you think about it, it's the same for us. You don't go around looking up unless you want to see what's there!

My dog look up in the sky to see a crow fly over.Their heads can move to let them look up just like people can.My dog also looked up to the tree to see if she could see the squirrel.

How do you meen in that question ? If you meen can they look up in the sense of looking at the sky yes they can and contrary to popular belief they have very good eyesite. My 2 bark at birds flying over and can see a cat 500 yards away. If you meen in the sense look up to someone then yes again, my 2 look up to me with all the devotion they have.

Yes, I have a second level on my home... outside when I call to my dogs they looked around... finally they look up and see me on the second level leaning out my window... they never seem to think to look up first though. I guess they are smart enough to know I don't fly and logically they look around first, because they are quick to look up at squirrels and birds in trees? ...I've even seen one of my dogs looking up at nothing once... it made me wonder if he was daydreaming or watching the clouds go by.

Yes, but you have to teach them to do it. Tossing a toy up a little higher again and again will be a good start. They will also have to learn about stairs too. But that's a whole other story...
