i know that many times, i cant tell the difference when a british person is singing with their accent. i want to know if you can tell if a person is from belgium, geneva, or quebec, by their accent

yes and we can also say from witch part of Belgium he his by his accent. In all parts of Belgium they have a complete other way of speaking there dialect .
Lets take the eastern part of Belgium they do even sing a little as they talk

Yes my friend, no doubt. i am swiss, and their is a swiss accent, a french accent, a belgian accent, a quebec accent.

and then of course, inside a country you can tell where a guy comes from by his accent. a swiss will have a different accent wheter he comes from geneva (i am from their) and wheter he comes from Fribourg (city close to german speaking people, but still french speaking) or from the mountain (people have always strong accents no matter where the come from !), same is true for belgians.

All accents are quite strong ! you may not miss a guy from Quebec !! no way. he even uses words that are from "Quebec" or same words than we, european use, but with different meaning !

Now making the difference when they sing ... do you understand all words in music ?? celine dion hides well here accent, but when she starts speaking ... masks fall !

If you have enough experience with the different dialects of French, it's very easy to pick up on who's from where. France itself has different accents, depending on the region, and the same applies for other countries. It takes a lot of listening, but eventually it becomes apparent.

Problem is some Belgians also speak Germanand Dutch , so throw that into the mix. I think it would be a tough call, but I only speak German and that is about the least common language there.
