Maybe they have seen/heard/experienced nothing that makes them think their is a god to believe in.
Why do some people believe? Because they read it in a book?

It's inconvenient to believe in God. He would probably want them to put Him at the centre of their lives. Following Jesus has practical consequences that people are not prepared to accept.

because some believe there is NO god
who says which religion is the RIGHT one???
the bible states "each will find their OWN truth"
oh Jesus said "celibrate my DEATH not my birth, for in death
I have saved your souls"
why do we celibrate Christmas if Jesus said DO NOT celibrate his birth??????
OH ...... "if 2 men are found to lay together they shall be BOTH taken to the gates of the city and be STONED to death"

They read and they think. Many of them actually look at the historicity of the Bible and read textural criticism. They examine their beliefs and have intellectual curiosity. That's all it takes.

I think the biggest reason is, they have never had an experience that they could classify as having felt or sensed the presence of God.
However, Jesus put it a little more bluntly. He said they would not come to the light (God) because their deeds are evil.
