No, it is probably an annual muster.

When I was in the IRR they used to occasionally order me to report for a physical, just because the IRR regulations require you do so. They are supposed to check that they have the correct address, you are alive, healthy, have a uniform, can pass a PT test, and are otherwise qualified to stay in the IRR. They were rather lax on this before the 2003 mobilization, and the IRR mob was pretty much a disaster, so I heard they have tightened up the procedures.

If they want involuntarily recall you, you will get a big envelope in the mail and it will say "you are ordered to report to active duty" and you will have a date and a location and someone to contact to make your plane reservations. That's how they did me.

Good question and I may have an answer. The card you got is just to update a psychical. Nothing big. But if you want to know if you have a chance of getting recalled on IRR then call a local retention office. (usually where the reserves drill at, they have an AGR that does that). Have the retention guy look up and see if you have any codes on you. (No code is good). Then there is four codes (not sure what they are) and it is a mobilization notice, orders to report, reported, and shipped out or something like that. If you get orders it will come to you on FedEx and YOU have to sign for them. Most likely they want you to show up for a psychical to try to get you to go in the reserves or back active. They are resectioning the IRR and have added a WIR (something like warrior individual ready or something). That means the soldier is qualified and can ship easily (even if you don't think so).

Depends on previous service. If regular military, then some of the previous comments will apply. Special Forces are handled differently.
