Looks like your TV has one input connector only. (Otherwise you can connect each one to a different TV input)

You don't tell us what connector you have, so let's guess composite (single video).

DVD player has no video input, so you can't connect the VCR.
The VCR has video input, but you can't connect the DVD because of of copy protection.

So, you need a composite video switch, with at least two inputs and one output
