Does anyone know a Bank In Milwaukee, WI that doesn't use Chexsystems to open accounts?

More and more banks are going to Chexsystems and other consumer reporting companies to decrease fraud in their accounts. Look for a small institution. The mom & pop feel will make you a valued customer, and most likely means they can't afford the membership dues to check your information.

If you find one that doesn't use Chexsystems, you can bet they use an equivalent service from a competing company. The probably use both.
