There is a nerve bundle at the base of the back. Some will let you scratch some will not. Two of mine will, the other girl cat will bite you.

LOL..I've wondered the same thing. My one cat does it sooo over the top, you can touch her lower back with a feather and she's practically in a hand stand...

it can make them, ummm, horny and frisky when you rub their lower back.
Cat also raise their tails as a sign of greeting and friendship to each other (and humans too) when the see each other - this is different to them getting turned on by you rubbing their backs.

When kittens are young, their moms lick their bottoms for them (to clean them). I suppose it is kind of a sign of love also. Since they love you and know you love you, they are offering their butt to you - isn't that sweet?! Just pet them.

It means they're really enjoying the petting. If they lower their rears while you're stroking them it means "I've had enough."

I think they get horny or something trying to get your hand towards their rear. Its nasty, dogs do that too. I shove them away.
