The best way to get smooth anything is to exfoliate. Exfoliating will get rid of the dead skin cells and reveal smoother skin. For your feet, use a rougth exfoliator, like scrub with loofah in it. Manicare (if it's available) has a whole foot care range made on marine extracts. They have a scrub, a soak, and a lotion.
So soak your feet in a tub of hot water for fifteen to thirty minutes. Then exfoliate and rinse. After you've dried your feet, apply a heel balm, such as the Eulactol Heel Balm range. Heel balms are thick and very moisturising, and better than a general lotion.
You can exfoliate every few days and apply heel balm every night and you'll notice a difference. If you want, you can put the heel balm on before you go to bed, and then put on a pair of socks, and leave them on while you sleep.
Also, a pedicure is a great idea, but you need to keep up the maintenance afterwards.

If you check out Bath and Body Works, you can find a variety of products for your feet that work WONDERFULLY--I say this not because I have used them myself, but I started working at one a couple months ago and I have been amazed at how many people swear by these products.
Specifically, their True Blue Spa line has products made for your feet, and one that you sound like you could really use is called "Heel of Approval" which will help your cracked heels. Some other very popular products are the "Toe the Line" Smoothing Foot Scrub with Walnut Shell Powder which is a deodorizing exfoliator, and then I would follow it up with either the "I Love Shea" Shea Ultra-Pampering Foot Cream with 20% Shea Butter, or the "Shea It Isn't So" Shea Butter Foot Cream--shea butter is a very intense moisturizer, and it will help your feet stay smooth all the time after you have treated and healed the dryness and cracks. You can also get some sleep socks or booties to wear on your feet at night after you have applied one of the moisturizers, to help seal it in. Also, always apply a moisturizer after you shower.
I know this probably sounds like a big ad for Bath and Body Works, but I literally have women come in and stand and talk to me raving about these products. I had one come in last week that told me her feet were now "as soft as a baby's" after she had been suffering with dryness issues for awhile. All of the products can be found at:

Exfoliate in the shower. Then apply lots of cream, preferably something oily. Your feet are probably too dry so they'll absorb the cream immediately. Then put on cotton socks and go to bed. Your feet should be better by then next day but you have to keep this routine for a few days if you wanna see results. When your skin gets better you can do the same routine occasionally.

I guess everyone answering dosen't understand that just applying lotion to dry, cracked feet won't resolve the problem. First you have to get the dry skin off! I found the solution. My heels were also very dry and cracked. I went in for a pedicure and the girl took one look at my heels and grabbed the Dremel tool! She had a sanding bit on it that is normally used for the artifical fingernails. She ground my heels down and I can tell you I was so impressed I gave her a $20.00 tip! For Christmas I had my husband get me my very own Dremmel tool! Now, I can sand down the dry skin whenever I want to. In between I do use lotion but it seems that the dry skin returns. But, I now have control over those darn feet! The Dremmel tools can be purchase at Wal-mart, Home Depot, Lowes, etc. They run about $35.00. My husband got me a really nice cordless one that came with a charger, a carrying case, and all of the attachments. I Love Him and he loves that my feet are not snagging his legs at night! LOL!!!

Well I am an Esthetician by trade, so my advice is go and get a pedicure....or if you dont want to do that you can get a foot file soak your feet, scrub all of the calouse off. then apply a thick foot cream everynight, the best scrub to by the way for feet and body is......sugar and olive oil. mix that together put it on while your skin is dry then rinse off and you will have silky skin!! as for your feet keep that regime up for at least a week scrub and cream and at night to keep the moisture in ,apply vasoline and cotton socks, you will have the prettiest softest feet around!

soak your feet in warm soapy water, exfoliate using a pumice stone or a metal file and when you go to sleep apply ample amounts of vaseline and put on a pair of socks. Then when your heels are healed, use foot lotion all the time, keep using the pumice stone every day to every other day. Believe me it works. I too had rough cracked heels and the lady that did my pedicures told me to do this. It takes a couple of weeks but it works.

Use Amlactin for crakling feet. If you do not want to spend, then soak feet in warm water, then apply petoleum jelly, wrap feet with cling wrap and then cover them with socks, leave them overnight. Try it, it works. Castor oil does a good job also.
