I know there's a verse somewhere in the new testament that says something like "God has made himself known to all peoples." Can't find it on Bible Gateway; does anyone remember where this verse is?

I'm selecting the person who suggested the "laws on their hearts" phrase - that was the verse I was looking for. :) Hebrews 10:16

Do you mean the one that talks about God having written his law in their hearts?

Romans 2:20 From the time the world was created, people have seen the earth and sky and all that God made. They can clearly see his invisible qualities - his eternal power and divine nature. So they have no excuse whatsoever for not knowing God.
Eccl. 3:11 God has made everything beautiful for its own time. He has planed eternity in the human heart, but even so, people cannot see the whole scope of God's work from beginning to end.

Could be Ephesians 1:9 but read starting in 7 through 10 this may be what you are thinking about.

John.17:26 Jesus prayed to his Father....."I have made your name

Romans 1:18ff? "18The wrath of God is being revealed from heaven against all the godlessness and wickedness of men who suppress the truth by their wickedness, 19since what may be known about God is plain to them, because God has made it plain to them. 20For since the creation of the world God's invisible qualities—his eternal power and divine nature—have been clearly seen, being understood from what has been made, so that men are without excuse."

Ezekiel 36:23
