The raccoon, because of his natural mask and inquisitive nature and agility of taking things, is known as the "bandit." The raccoon is on easy street means that the bandit has stolen his way to the good life.
Example:
The crooked politician is now living the life of luxury/The raccoon is on easy street.

another example: A guy who has it all and is getting away with it is a "Raccoon on easy street" meaning he can have his cake and eat it too. A chick who has a job that pays well but does not actually work very hard would be considered a "Raccoon on easy street." Hope this helps...
