iam having trouble with my phone lines. can i be connected to at&t repair?

there is a steady buzz or static on all lines and i have tried the unplug test. i have no other way to call out.

I am not sure how you can connect but I know my work lines are provided by AT&T and they started having all kinds of issues and they couldn't even guess when the problems were going to be fixed and with the company I work for they always give a specific tiime frame...........so that wasn't a good sign. Is there any way for you to get to a friends or payphone?
