Are you able to carry her? Are you able to drive?
If not, can you call a friend? Dogs often have problems with their hips when they get older. She needs to see a vet.

Do you honestly keep your dog in a kennel ? I think that is so cruel. It sonds to me like rhumatic or something similar, you should take her to the vets and be prepared for her to be put to sleep. she needs warmth not a kennel. I know I wont get the best answer for this but you people make me sick treating dogs like that. from dog breeder.

Call the vet first then get a neighbour to help you transport the dog to the vet if you can.
Hope it goes well. Good Luck.

You should stop wasting time posting questions on yahoo answers and take your dog to your vet for heaven's sake!
You've had your dog for 13 years and you don't know what to do? TAKE HER TO THE VET NOW. If she can't get in to see your regular vet, look in the yellow pages for the closest emergency vet and call them.
Please call the vet now.

Put your right hand and arm under her tail.Your left under her chest
and carry her into your home and make her comfortable.Phone the
vet and pay her a lot of what she has not obviously been getting,in
leaving her in this weather at her age.Attention.Something you of
being of lesser intelligence are so clearly seeking.

worse case her back end has gone. or she may have an infection if you and she are lucky.
if her rear end has gone, ask your vet about wheels, if she is not in pain. . dogs with amputations have been fitted with wheels, she could live for years yet

well she needs to stay down so she doesnt ruin her back legs, calm her down and stay with her
its probably arthritis--dont worry too much, she should DEF see a vet though. my dog is 13 and shes on arthritis meds fromt he vet and shes alot better.
just stay calm, make sure she has water and just stay with her-try calling someone to help if you feel nervous
