You want to sprinkle the colored sugar on top of raw cookie dough. You need the moistness in raw cookie dough for the sugar to stick. If you do it afterwards, hardly any of the sugar will attach itself.

Also, the colored sugar sprinkles aren't quite the same as regular sugar. If you use regular granulated sugar, you have a chance of carmelizing the tops of the cookies. You want to make sure that the sugar crystals you use are larger.

You'll noticed that colored sugar sprinkles are of a much more larger grain than regular granulated sugar. They won't carmelize quickly. If you don't want to use colored sprinkles, just make sure you use a larger grain of sugar, like "Sugar in the Raw".

You can also take your ball of dough and dip into sprinkles or colored sugar, then set sprinkle side up on a cookie sheet and bake.
