I would imagine areas that are prone to devastation (think hurricane and flood zones), and rural areas. I think as far as big cities goes, Columbus, Ohio is a low-cost area that has all the amenities of a high-priced city. I live in Columbus, and because it is experiencing massive population growth right now, you can find cheaper priced property than in most other cities. Don't get me wrong, there are very high priced areas, but there is a lot of land development going on right now also. People who have never been here think of it as a cow town..... again, they obviously have never been here, because I have lived here my whole life and never the only cows I've seen in real life were when I was in elementary school and we took a field trip like 2 hours away to a farm.

Technically it would be the poorest parts because the cost of living is lower. I live in Southeast Ohio and the cost of living is pretty low but the quality isn't the greatest. Guess it depends on what you're willing to compromise.

With the migrant farm workers...they are overworked and underpaid so their living conditions would have to be the cheapest

Depends on your need, if you are thrifty , you can live anywhere and make you feel comfortable and happy
