There really aren't any decent free software for this.
You can search download sites, but most of the free programs either: 1) won't allow making DVD's or 2) have few features and effects.

One of the best programs for this is Proshow Gold by photodex. It is not free, it costs $80; but it is highly configurable and gives great results. http://www.photodex.com
