Some regions chose to separate church and state, others chose to govern by the church (to this day in some states or counties you must be religious to hold office, which in other states or areas there are specific warrantees of no religious test).

An assembly of people "eligible" to vote getting together to discuss matters with officials (the town meeting).

Taxation. While not necessarily around at the foundation of America it was around by later colonial times and still remains.

Appointed officials. This started with the colony foundations in some areas were the "main man" was made Governor of the area given to occpy by the King and to this day Mayors, Governors and PResidents can sill appoint people without a vote of the people.
