Sally was found dead on the floor with a puddle of water and pieces of broken glass around her.
The doors in the house are locked except for the window which is open.
No one broke into the house or killed her.

Sally is a fish, the table her aquarium was on tipped over onto some tile which broke the fish bowl and left her exposed to oxygen for awhile.

sally was drinking a glass of cold water because she was hot so she opened the window, and by accident, she broke the glass on her, and fell onto the floor and a piece of glass got stuck into her.

Sally was a goldfish and her tank fell over and broke. as no one was in to help get her back in water she died.

You never said she was on the floor in the house. So she may have died for any imaginable reason outside the house. Like something fell on her head or something.

Well most people seem to think the fish answer, but I think that she smashed a glass vase filled with water over her own head..... question says nothing about it not being suicide!

she was putting water in a measuring bole and lifted it above her head to see if she put in the right amount of water when her hands slipped and it fell on her head
