Be certain you keep trying to get him by phone and inform the officer who is on the case that you want to press charges for Assault and Battery. Also be very specific so he can write everything down and have him mail you a copy of the report...in fact tell him you will need a copy. However, you will have to go back to Deleware for any court proceedings, so in that light, you will have to make certain you're available. The courts usually give a week or more notice as to when there will be a hearing. Since that is a crime, you are also entitled to an attorney, just as the accused. What I would most probably do is have your friend fax you some attorney names and phone numbers from the area where this happened. You can tell him/her that you had filed a report and are pressing charges. The charge could also be Assault with Intent to do bodily harm.
The attorney should be able to get a copy of the report from the police station that is handling it. Just be honest and tell all. Anything held back will be considered withholding evidence. Also, make certain you have a copy of the hospital documents that you can fax to the attorney, if you don't already. This will help speed things along.

Here in Ontario Canada arrangements can be made for the police service in which the victim lives in to take a statement and forward it to the out of province police officer for action. Charges could be laid under these circumstances if the victim is willing to come to the other province for trial. Can you go back to Delaware? If you can, make an appointment with the officer in charge of the case for an interview. If you absolutely can not for whatever reason, call the officer and see if some kind of arrangement can be made like the one I mentioned above.

Call the police in Delaware.
Recovering for your medical expenses will require filing a civil suit. If you wish to proceed with that you will need to contact a lawyer. You can use a lawyer in New Jersey and even sue civilly in NJ.
