You did not indicate your age. To begin with you CANNOT drive anywhere with a "learners permit" unless there is a licensed adult in the vehicle with you.
Once you are in California, if you are 16 or 17 years old you will need to have attended an approved drivers education class. Obtain a transcript from your school in Washington showing that you have attended such a class and the California Dept of Motor Vehicles MAY accept it. If you are 18 or older you would simply have to obtain a California permit. When dealing with the California DMV always make an appointment so you don't have to spend hours standing in lines. You can get one by phone, or on line.

Yeah you can drive with your permit in Cali, with an adult of course. As for taking driver's ed again I think you might have to. Your best bet would be to wait and get your license in Washington. If that's not possible go back to Washington to take the test. As long as you already have your license in another state you won't have to take driver's ed again. In addition to that once you have you license you don't have to switch it to a Cali one right away. If you do get you license and then move down there and try to switch it they will make you retake the driving test for you license and getting an appointment to do that is probably at least 2 weeks out. Use your handy dandy Washington state drivers guide that you should have gotten when you took driver's ed. Or the best way to find out would be to just call the Department of Motor Vehicles.
In Washington you can drive with a valid license for up to a month without it being illegal. It doesn't seem to list anything for going out of state though.

When you get to CA, walk into the DMV with your Washington state permit in hand and ask them. You will probably have to turn it in for a California one. You do know about the graduated license system in California, don't you?

It would be best to call the Motor Vehicle Commission, but I think you are required to turn your Washington Permit in and retest for CA permit.
