Stop/ forget about first move/ just ask him; By the way, not everybody you see is gonna be for you, but that should not stop you from seeing that there many nice and cute peolple over there and that someone might like you; A change of physical appereance sometimes comes good , but do not change your values and principles,; Then again you might not need a change in looks after all, just that a guy looks your god-given attributes. Any bad luck, Keep looking you're young. And ask that guy out now! Someone may do it first...

Um, well, truth is, guys like girls to show them that they like them 1st. So she has to make the 1st move. And they have to be good friends 1st too. So have her start a convo with him where it will keep his interest. Have her talk about what he likes to do.

Maybe you could throw a hint in the guys direction for your friend and see if he is even interested in her. And if he is ask him to ask her out.
Just don't tell your friend that you asked him so she thinks that he came to her on his own.

start to flirt with him(eye contact works very well)..he must see that she's interested...now maybe he thinks about her too but isn't sure she wants him..
