First of all, you absolutely never, ever let a dog off the leash who's not reliably trained to come when called. Secondly, this is the one command you never give if you can't enforce it. This dog needs to be taken to obedience classes where someone can teach you how to train her before you get her killed.

Dogs are like kids. When choices are available, they will pick whichever one appears to be the most rewarding. If she is choosing not to return to you, it is because she percieves that going to something else will be more rewarding than coming back to you. She may even have some past experience of being scolded when she did return to you and that will weigh on her decision to come back to you in the future.
Now it is up to you to train her that you are the giver of good things and that the most fun is where you are. This requires a bit of work on your part and you will always need to be prepared. I suggest always having some food (kibble, small pieces of treats, etc.) on you (pockets are great for this). Then, while you're at home, call your dog and give her a treat each time she comes to you. Remember to be excited (the life of the party) and tell her that she's a good girl each and every time she comes. If she normally just saunters over to you, just give 1 kibble. But encourage her to speed up her return to you. If she sprints to you - PAYDAY! - give her all the pieces you have on you and really make a bid deal out of what a good girls she is. As she improves, move this game outside in the yard and have the same reward system for coming back to you. In time, she will associate treats and praise from you whenever you call her and will help her to make the correct decision when she is faced with the choice of adventure or you. You will need to practice this frequently for it to become a habit.

Don't call her if you cannot enforce her to come until you know she will always come. Don't repeat comands. If you tell her to sit, say it once and then make her sit. People think repeating commands is good because it makes sure that they hear you, but dogs have great hearing and will hear you the first time. They are trying to make you prove your dominance when they don't respond right away. Don't give a command that you can't enforce.
To teach her come:
Stand next to her
Make her sit
step in front of her facing her telling her to stay with your palm in front of her face
Take one more step back and tell her to come, gentely tugging her leash toward you.
When she comes, praise her a lot and occassionally give her a treat. Repeat moving further back each time.
If she breaks the stay once, start over. It is time consuming but it works. Also try showing her a treat when you call her and she doesn't have a leash on.

Can she hear? Once you have checked that she can hear you need to see that she knows her name (or whatever word you use to get her attention). you do this by saying the word and rewarding her with a dog treat when she responds. To get her to come you do the same. Say come over and over in a fun voice and reward her every time she does come to you. You have to make her think doing what you say is more exciting than all the smells and sights of running away. Make sure you have a really fun voice and reward her lots. After she gets the hang of it replace the food rewards with lots a pats and clapping etc so she really thinks shes done well. in no time she'll be coming every time.

You will need to work with her on a 20 foot lead and call her when her interest is elsware. Use the long lead to inforce the command to come. No dog in the world is 100% trainable to come when called. Use lots of praise when she gets back to you and a food treat she loves to have. Never hit the dog when she comes to you.

Thats an easy problem to fix. If you want to cheet and start her training carry some treats with you. When you say come hold a treat to bribe her. After a while well youll see.

Well you should have really gotten training if you had her as a puppy. You should get a personal trainer especially ones that do protection dogs. They can do basic training and will be very stern with her, they will come to your house and train in your enviroment. You should get a pinch collar it will really make them listen.

We she runs off, get down on your knees and call her while patting your leg. Do not give her a treat when she comes but just a pet and oral praise.

Try using a training leash and when she doesn't come back, steer her back with the leash.
