Accidents do happen, children get bit at daycare(this will certainly not be the last time it happens). However, you should talk to the teacher or director. Most states have regulations that do not allow infants with toddlers in the same room. There is no need to freak out or start reporting the daycare, etc. Just talk to the director, let her know that it is unacceptable for you baby to be bitten by a two year old. Ask what the toddlers were doing with the infants, etc. Voice your concerns, and if your expectation regarding care are not met than switch child care providers.
