Just continue saying "hello" to it. Eventually it might warm up to u and not be afraid anymore and learn how to speak.

Yea Mia, Budgie will b afraid until s/he gets to know you. Try a toy like mirror you hold. They can learn 2 perch on you. They love A bird bath on cage or bowl in sink. Try getting it 2 whistle or talk. If you know what they like - food or toy, give it after attempt 2 do it
