He gets the milk deleivered, cos then he has to come out of the shop to get it, & has an excuse to look up at Nurse Gladys Emannuelle's window!!!

It's obvious. The milk in his shop was just a TV prop. The set was a real street and nobody told the milkman not to deliver on the days the were filming.
