To answer your question...
First of all, being able to take good pictures and having a good camera are two completely different things. What camera do you use right now?
What i would do first of all, is read a little bit more on photography, whether it's online or you can go to borders and find some photo books. Just review some basic guidelines for composing good looking pictures:
- 2D vs 3D space
- Color Perspective (which colors seem to jump out the most, which tend to blend and fall into the background, which colors support 2d or 3d space)
- rule of 3rds
- lines
- shapes
- rhytm (repeating patterns etc)
- headroom (room above a persons head in a pic) and leadroom (space in front of a subject heading a specific direction)
- depth of field
- avoiding empty elements in your composition
- other
I guarantee that if you know at least a little bit about taking good pictures, they will come out looking good even on an average camera.
Now, if you're still looking to purchase a new camera:
To be honest in the price range you're looking for all the cameras are gonna be similiar. I'm wondering what kind of pictures are you wanting to take exactly? I mean if you're traveling to europe and want great pictures of landscape, landmarks etc then you probably would be looking at different camera features than if you're just looking to take pics of you and your friends hanging out.
If it's the first then i'd make sure that the camera you get has manual setting for shutter speed and f-stop (iris). Zoom isn't really that important. You probably won't be able to afford a digital SLR for that price but i'd really consider saving up your money for one. Those new Nikons take beautiful pictures, i think the D70s is like $600 or something but it's definitelly worth it. Also, even though few people may agree with me on that, i have to say that i still love the older 35mm SLR cameras. You could probably get one in your price range or for even less. The most basic 35mm slr camera can take wonderful pictures if you know what you're doing.
If you're just looking for any little camera to take pictures of your friends etc though, then i'd say just go visit circuit city or something and look around, pick a camera you like, and you'll be fine. As i said in that price range all the cameras are similiar, and as long as you know at least a little bit about photography, you'll be fine.

No spending limit? The Canon 1D series would be a nice choice. Well, here's the thing. The camera doesn't take beautiful pictures, the photographer does. You can buy the most expensive camera there is, but if you leave it on auto mode all the time, don't expect anything amazing.

uslambo gave some good advice.
A few good websites are www.kodak.com, www.nyip.com, www.photo.net, and www.betterphoto.com. Also a book, "Understanding Exposure", by Bryan Peterson.
I would recommend thoroughly reading and understanding your camera manual. Know what the features are, how to access them, and when to use them.
Take lots of memory cards with you. You also can have CDs burned if you run out of memory, but I would much prefer having enough memory with me.
Look on www.dpreview.com, and www.stevesdigicams.com to help you choose a camera with the features you want. You can compare and read reviews there. I would stick with a Canon, Nikon, Olympus, or Kodak.

Check dpreview.com and look for the features and ratings you like.
I prefer the Canon or Epson cameras.
Might want to consider a camera with a viewfinder (not rely on LCD screen) and that uses AA bateries.
Check out the Olympus SP510 7mp with 10x optical zoom. I like a big zoom when traveling.

I have a Kodak EasyShare and have been very happy with it. It runs about your price range and will probably exceed your expectations as far as performance.
