Water based paint is only soluble in water while it's wet. Once the paint has cured, water will no longer be able to dissolve it. My experience is that any paint that gets in your hair usually comes out all by itself. Paint doesn't stick well to oily surfaces, that probably includes hair.

Sounds like latex or acrylic paint. If simple shamooing doesn't do it, try putting in a LOT of conditioner, combing it through your hair, and then rinsing it out; sometimes an "oily" substance helps loosen dried paint from the hair. Good luck!

Wash with lots of water and use lots of conditioner. The oiliness in conditioner should help get the remnants out.

Seeing as how it's water based, all you have to do is thoroughly wash your hair, it might take a few washes. but it will come out.

Shampoo it out. You might have to do it three times, but it'll come out. use conditioner when you're done.
