i am in a country in europe and i just found a job offer. I am within my 90 days of staying here, but time is running out does it make any sense besides to deal with documents to go back home. Why can't I file all my paper work here in the country i have a job offer in?

i guess it's a way to discourage people to stay

Because every country makes its own laws about who can enter, and under what circumstances people can stay. They also protect employment, preferring to see their own citizens employed before foreigners. Exactly like the US.
