First, consider whether or not the person might have been drinking...
If a person is using tranquilizers, they will have slurred speech & may seem drowsy or uncoordinated. And a lot of what they think makes perfect sense just won't.
I would probably just ask.

Not sure what goofballs are. If you want a specific answer you need to give specific details. Try not to use slang.
If you want to know if your friend is on drugs, just ask.
Let them know why you're asking. Let them know you are concerned and don't be judgemental. You don't want them to feel looked down upon.
You can look to Al-Anon for good support and information. They are a group that caters to friends and family of substance abusers.

why not be forward, honest upfront and blunt!!!
submit the dude to a drug test!
